How Do You Take Charge of Your Life - Is It Important To You

When I read and think about the current Occupy Wall Street movement I think about why all these people are willing to stand up and take action. They feel that due to the inequity in society today control over their own lives and their future has been diminished. When the big banks and corporations operate in ways that harm the opportunities and slant the playing field for most of us, we end up feeling that their self serving greedy actions inhibit our chance at having control over our lives and our futures.

When you don't pay attention to your health and just expect that the doctor, your health insurance and pharmaceutical drugs will cure or fix any health problem that comes up, you are giving control over your future to an institution or industry. It's one thing to have insurance and your doctor as a back up or support system, while you do all you can to live a healthy lifestyle and have control over your own health. Unfortunately and I hope you are not one of the people out there that don't do much to take charge of their own health. Do you just eat anything you want regardless of the health consequences of things like fast food, soda, sugar, salts, too much refined foods and not enough fresh fruits and vegetables.

The wealth inequity that is currently destroying our democracy is also taking away our control over our own lives. When we do not have the basic financial level required to choose healthy foods, to live in a warm dry space, to get the health care we need when we do need it, we are not in control of our lives. When there are not enough living wage jobs for people and the cost of goods, education and health care sky rocket out of reach for most people, we lose more of the control we should have in our lives.

This wealth inequity is between the 1% and the 99% of the population and the wealth is being used to cement the focus of our representative democracy on what's important to the 1 %, which appears to be the power and maintenance of their wealth. Our elected representatives do not represent us anymore, they are bought and sold in an electoral system that is controlled by the wealth of the 1%. It is no wonder that so many people have finally reached the point where societies all over this planet are rising up and taking a stand to regain the control over their lives they feel they have lost and continue to lose.

One of the big differences between living in a free democratic society and living under a dictator or fascist regime is that in a free democratic society you feel like you have some reasonable level of control over your daily live and your future. The current direction the wealth gap is leading will take us into endless turmoil of disruption and eventually to revolution and remaking of the playing field.

It would be smart of the 1% who have the majority of the wealth in the world to realize that their hold on this position is far more tenuous than they think. When the other 99% percent of the people will not tolerate the inequity any longer and are pushed to the edge they will fight back and the 1% will lose. They will be seen as corrupt and evil. This does not have to be the way it goes. The 1% can voluntarily work to level the playing field by giving back and sharing their wealth to a degree that insures a reasonable safety net and basic concern and care for living wages, honesty and ethical behavior in the financial sector of society.

Living only for profit and the might of the dollar as your only concern while ignoring the plight of the majority of your fellow citizens is a recipe for disaster and will only end in disruption. This is what we see happening today in countries around the world. The only power the masses have is mass disruption when the electoral system and our representatives are owned by the wealthy few.

Ireland's Household Charge Guide

These are the details of the new Household Charge - a new Property Tax that were announced in Budget 2012 and will be introduced in Ireland from January 2012.

The Bill has yet to be passed into Law - but it was passed in the Dail on Dec 14th.

The 2012 Household Charge amount will be set at €100 a year. The Household Tax will have to be paid before March 31st in each year of liability to avoid penalty charges.

Owners of residential property will be liable for the charge on each residential property they own as at 1st January 2012.

Tenants will not have to register to pay the Household Charge.

Billing: No bills or invoices for this household charge will be sent - the charge will be on a self-declaration basis.

The definition of a residential property includes - house, maisonette, flat, apartment, bedsit. So - the owner of a building split into 5 bedsits will be liable for five lots of Household Charge.

A building is liable if it is occupied, or suitable for occupation. An empty house will not be exempt.

A property which is let to more than one tenant with exclusive use of a bedroom for each person and joint use of common areas will only be liable for one Household Charge.

Registration and payment can be carried out online when the HouseholdCharge.ie website is up and running. There will also be an option to register and pay by post. No other method of payment (i.e. in person) has been mentioned.

The liability date for 2012 will be January 1st 2012 and households will have three months to pay.

Late payment penalties will apply as follows:

Payments made within 3 and 6 months of January 2012 - a 10% penalty.

Payments made between 6 and 12 months late - a 20% penalty.

Payments more than 12 months late - a 30% penalty plus 1% interest per month

So - if someone is 12 months late paying the €100 household charge - they will owe €130 plus another €12 interest - a total of €142.

If charges remain unpaid a charge will remain attached to the property

Selling House: A vendor of a residential property must pay any household charge, late payment fee and late payment interest due on the property and give a certificate of discharge, exemption or waiver in respect of each liability date during the vendor's ownership to a purchaser on or before the sale or transfer can be completed.

Payments- The new charges will be payable as a one off payment online or by post or by quarterly direct debits. No "over the counter" payments are mentioned. There is no €10 fee for over the counter payments (this will apply to NPPR payments from 2012)

The following exemptions from the Household Charge apply:

The following buildings are not defined as residential property and will not be liable for the charge: Buildings that are...

• Part of the trading stock of a business and from which no income has been derived since the building's construction, and has never been used as a dwelling.

• vested in certain public authorities;

• owned by voluntary housing bodies;

• Wholly used as dwellings and liable for commercial rates

An owner of a residential property is exempt from the household charge if, on the liability date, the residential property is:

• Comprised in a discretionary trust;

• Owned by an approved charity;

• Vacated by the owner by reason of long term mental or physical infirmity.

The following households will have the charge waived:

1. Those in receipt of mortgage interest supplement - (about 18,000 households)

2. Those in certain unfinished housing estates (Estimated to be less than 1300 estates): - which will be on a list prescribed by the Minister for the Environment, Community and Local Government. (List not yet available).

Co-owners of property shall be jointly and severally liable for the charge, and payment of the charge by any one co-owner shall discharge the liability for all the co-owners

The Household Charge is just an interim measure to be put in place until a full property tax system is worked out.

The Household Charge/ Household Tax collected is supposed to be used by local authorities to help fund local services such as fire and emergency services, libraries, street cleaning, lighting, planting... Up until now the Exchequer has contributed to the funding of these services, but now some of the funding will be collected through the introduction of this household charge.

The Household Charge is expected to raise about €160 million a year, but there will be costs incurred in administration and collection of the charge.
