The US Government's, sponsored five year Millennium Challenge Account[MCC] program being implement by the Millennium Development Authority [MIDA] of Ghana will on February 15th 2012 brought to an end.

The Program according to the MIDA Chief Executive Officer, Mr. Martin Esson-Benjamin, presented a new and innovative business model for the delivery of development assistance, with strict guidelines and emphasis on performance, results and accountability.

In order to win the challenge and make the expected impacts, the Authority turned no blind eye on the numerous challenges that characterize the implementation of this time bound program. Although the journey was tough and difficult, but we remained focused and forged ahead, determined to hold the dignity deserving of the selected beneficiaries.

He announced that they have applied  the  entire US$ 547m earmarked  and help kept the program whole and integrated, despite two major re-scoping exercises in 2008 and 2009, necessitated by input cost increases.

As a result of good work on the part of MIDA, Ghana has certainly gained the trust and respect of the donor, the US Government represented by the MCA and as such the country has been re-selected and now fully  engaged in a process towards a new compact that will power and accelerate the development  of Ghana's economy.

Among the projects implemented under the program within the last six years of its existence, he mentioned the Agriculture Project with six key activities totaling US$ 208.8m   or 38.8% of the total compact budget.

The MIDA Boss explained that the project has the objective to enhance the profitability of staple foods such as maize, rice, yam and high value horticulture crops , and to improve the delivery of business and technical services to support the expansion of commercial agriculture and Farmer Based Organizations[ FBO's].

To achieve these objectives, Mr. Benjamin said a number of mutually reinforcing and integrated activities, six in all were identified to address constraints to farming.

As part of the activities, a Farmer Enterprise Training in Commercial Agriculture in all its 30 catchment districts costing US$62.13m was provided by 28 Private Technical Training Services Providers[TTSP's].  Free intensive, multi-purpose training for 67,090 for small holder farmers was conducted which yielded an increase of 112%, comprising 1335 FBO's.

He pointed out that the training was intended to improve the farmers' commercial and business planning skills and improve the rate of the adoption of the value-chain approach and crop productivity enhancement processes.

To minimize frequent crop failures and food shortages due to variations in the amount and intensity of rain and to expand fruit and vegetable production by smallholder farmers and other farmer groups, the Irrigation Activity program that cost US$ 4.09m was introduced which provided irrigated water to some needy communities and anchor investors.

‘' We have rehabilitated and constructed 4 Irrigation Schemes which includes the Kpong Left Bank Irrigation Project and the Kpong Piped Water Scheme in the South Horticulture Zone[SHZ] all of which rely on the abundant water resources in the River Volta''.

The Kpong Left Bank Irrigation Project will provide market access for about 450 smallholder farmers to the high end of the supermarket chains in the UK through their association with Messrs Vegpro Limited, he said.
